ORGANIZATIONAL CONTEXT

WFP Bangladesh is committed to supporting the Government to reach its Sustainable development goals though capacity strengthening, building resilient communities, food security and nutrition interventions, emergency response and supporting school meals. This assignment will be based in Cox’s Bazar, Bangladesh where WFP is engaged in one of the largest humanitarian refugee responses resulting from a sudden influx of over 700,000 refugees from Myanmar in 2017. The Cox’s Bazar operation includes both humanitarian response for the Rohingya crisis and support to vulnerable host communities. In 2021, WFP Cox’s Bazar Office is assisting over 1.4 million people, which includes close to 900,000 Rohingya refugees and 500,000 Bangladeshis, with an estimated budget of US$ 275 million. The current WFP emergency response in Cox’s Bazar is designated as Level 2, with a staff complement of over 380 staff including 70 internationals.

JOB PURPOSE

Reporting to the Head of Unit – Self-Reliance, The Programme Associate – Knowledge & Information Management and Complaints & Feedback Mechanism, core responsibility is to support the Self-Reliance team of WFP and Partners with data collection and analysis, knowledge management and reporting, in collaboration with relevant units, and in line with the donors perspective. The role will also be the focal for CFM within the team, in collaboration with M&E and Protection teams. The successful candidate should have proven knowledge management skills, and technical experience in programming.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Respond to the M&E, Coordination Sectors, Digital Solutions, Reports, and Partnerships teams, and other relevant programme teams, for monitoring, digitalization and reports purposes and to support donor proposals;
  • Act as the focal point for Complaints and Feedback Mechanism for the team, including reviewing and following up on beneficiary complaints in a timely and effective manner
  • Act as an alternate for Business Support’s system-related tasks in WFP Information Network and Global System (WINGS) and Invoice Tracking System (ITS) and fund release to partners
  • Establish the system, structure and tools for effective and efficient knowledge management and reporting mechanisms for Self-Reliance activities;
  • Liaise with WFP’s cooperating partners to identify best practices and achievements; Review cooperating partners’ reports and provide technical feedback to enhance the quality of their reporting;
  • Within the specific area of responsibility, compile data and support analysis and preparation of reports (i.e. programme status, performance) in order to support operational decision-making;
  • Ensure timely preparation, production, and dissemination of the project’s communications materials, PowerPoint presentations, tracking spreadsheets, and development and maintenance of dashboards using Tableau and MS Power BI etc.
  • Ensure Distribution Report entries in COMET and facilitate validation in system.
  • Monitor grants in collaboration with the Resource Management and Partnership Unit, and support the Head of Unit in fund allocation decisions.
  • Assist the Head of Unit in planning, monitoring and reconciling budget(s) to ensure that planned
  • Provide regular reporting on the implementation of inclusive of challenges, achievements, case studies from collaborating partners as well as the realistic and contextualised solutions to Head of Unit.
  • Provide capacity building trainings to relevant WFP staff and cooperating partners in data management and reporting;
  • Work with the Communication team to improve WFP’s visibility in the field and among donors;
  • Field activities including CiC approval support and monitoring of partner implementation
  • Take minutes for meetings as directed by Head of Unit
  • Any other duty assigned by supervisor/management.

STANDARD MINIMUM QUALIFICATIONS

Education:   Undergraduate or master’s degree in Economics, Social Science, Development Studies, Statistics, MIS or other relevant area.

Experience:   A minimum of five years of work experience, with three years of work experience in knowledge and information management and/ or programme implementation.

Knowledge & Skills:   Strong knowledge and experience in data review and analysis using computer software (MS Office Application, Tableau, MS Power BI etc.). Performing all the system-related tasks (WINGS, ITS, COMET, SCOPE, MoDA).

Language: Fluency in English & Bengali (both oral and written) is required. Fluency in Chittagonian dialect is an advantage.
