The Defence Investment (DI) Division is responsible for facilitating the development and adoption of cutting-edge, innovative and interoperable capabilities, critical to ensuring the Alliance’s ability to undertake the full spectrum of missions and operations.

The Strategy Directorate is responsible for providing overall coherence of capability deliverables through policies, plans and links with external stakeholders.

To enable NATO Agencies support to delivery and implementation of Alliance strategic objectives, the Assistant Secretary General (ASG) for DI has delegated authority from the Secretary General (SG) to designate Secretary General Liaison Officers (SGLOs) to the Agency Supervisory Boards (ASBs) of the NATO Communications & Information Organisation (NCIO) and the NATO Support and Procurement Organisation (NSPO) as well as to the Steering Committees and Board of Directors of other multinational NATO bodies.

The SGLOs provide guidance and advice to these Allied governance bodies on all matters relating to their Agencies’ support to NATO’s strategic goals and objectives, with a focus on supporting and enabling capability development activities. In turn, the SGLOs advise the Secretary General and the International Staff on matters relating to interaction with Agencies and governance bodies .

The O/SGLO supports all SGLOs in their duties. Its core mission is to facilitate enhanced International Staff support to Allied governance over the Α gencies. In addition, the O/SGLO also supports DI relations with the NATO Science & Technology Organisation (STO).

Therefore, the incumbent in particular supports the assessment and procedures of the relevant NATO policies, decisions, and other committee (e.g. policy, finance, resource) and staff work for action or awareness by the SGLOs or the Agency governance bodies and Agency’s leadership. The incumbent also supports the implementation of initiatives aimed at supporting regulatory coherence and adaptation of Agency organizational and delivery structures to support NATO core tasks. They advise and prepare the Head of the Office and the SGLOs on their interactions with Agency governance and senior leadership and perform any other duties as directed by Head O/SGLO or Deputy ASG DI.

  • QUALIFICATIONS AND EXPERIENCE

EssentialThe incumbent must:

  • have a higher education degree from a University of recognised standing in international security, business administration, law or any other relevant field;
  • have at least 2 years’ of relevant professional experience;
  • have excellent knowledge of NATO’s organisational structure and its political-military priorities and a good understanding of the role of NATO Agencies;
  • possess previous experience working with multiple and diverse stakeholders;
  • have excellent analytical skills;
  • have excellent communication skills and be able to draft quickly and concisely on a diverse set of subjects;
  • possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; I (“Beginner”) in the other.

DESIRABLE The following would be considered an advantage:

  • a demonstrated ability to build and manage relationships with a diverse set of senior stakeholders;
  • a demonstrated experience in relevant project and/or programme management;
  • professional experience with defence acquisition and procurement, including in an international context;
  • a demonstrated ability to turn ideas and discussions into tangible proposals for consideration and implementation.
  • MAIN ACCOUNTABILITIES

Expertise Development Provide advice to the SGLOs across the spectrum of NATO HQ interaction with NATO Agencies and their governance bodies, and in particular on touchpoints and interaction with the North Atlantic Council. Provide advice to subject matter expert communities, other parts of the International Staff and International Military Staff (IMS) on matters pertaining to NATO HQ interaction with Agencies and their governance bodies, and to DI interaction with STO. Focus on selected areas to support Agencies’ contribution to Alliance political priorities, defence planning processes, crisis management, and capability development. Identify, and specialize in key areas of the Alliance that are relevant to one or several NATO Agencies, and maintain a strong awareness and understanding of NATO’s political-military agenda.

Knowledge Management

Draft clear and concise technical reports, background briefs and speaking notes in one of the official languages of the Organization.Compile information and communicate regular updates on progress, current programmes, projects etc. at Agency governance level. Prepare and support presentations for SGLO and Senior DI Management, as well as for other senior staff using information and research on specific topics related to Agencies and STO governance. Contribute to development and management of O/SGLO repository system.

Stakeholder Management

Develop and maintain relationships with Agency governance committees, Agency leadership, IS and Allies, including at executive level.Ensure coordination of DI responsibilities with other stakeholders and support overall DI priorities with stakeholders across the IS, the IMS, national delegations and Agencies. Influence Agency governance decision-making in alignment with agreed priorities and based on direction from the Head of Office. Represent the SGLO and Head of Office in engagements with key stakeholders.

Policy Development

Provide and ensure coordinated input, follow up coordination and support to policy advice and recommendations to the SGLOs, DI leadership and other senior staff and committees, as appropriate. Support policy development and implementation across the NATO HQ on topics where the Agencies may be involved or implicated.

Project Management

Work with NATO HQ and Agency’s staffs to identify and improve the Agencies’ contribution to NATO’s political priorities, defense planning, crisis management and capability development processes, identifying key risks, issues as well as solutions .Work with NATO HQ, relevant staffs and committees, and NATO Military Authorities as appropriate on DI initiatives or interests related to STO activities.

Planning and Execution

Support the preparation of meetings of NATO Senior Staff with Leaders of NATO Agency’s governance bodies and Heads of Agencies. Support the Office Head and SGLO in preparation for ASB meetings, Agencies Annual Report to the North Atlantic Council, and NATO Committee meetings. Represent the Office Head, as appropriate, and participate in meetings at NATO HQ Staff level, NATO committee level and with related external bodies.

Perform any other related duty as assigned.

  • INTERRELATIONSHIPS

The incumbent reports to the Office Head. The incumbent liaises with members of the DI Division and other Divisions across the International Staff, the IMS, the Secretariats of Agency governance bodies and senior management of NATO’s agencies.

6. CONTRACTContract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract.Contract clause applicable:

In accordance with the contract policy, this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisation’s need to carry out its tasks as mandated by the Nations in a changing environment, for example by maintaining the flexibility necessary to shape the Organisation’s skills profile, and to ensure appropriate international diversity.

The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 3 years. However, according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract.

If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.

Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.

NOTE: Irrespective of previous qualifications and experience, candidates for twin-graded posts will be appointed at the lower grade. Advancement to the higher grade is not automatic, and will not normally take place during the first three years of service in the post.

Under specific circumstances, serving staff members may be appointed directly to the higher grade, and a period of three years might be reduced by up to twenty four months for external candidates. These circumstances are described in the IS directive on twin-graded posts.
