The Joint Intelligence and Security (JIS) Division, under the leadership of the Assistant Secretary General (ASG) for Intelligence and Security, comprises two principal pillars: Intelligence, headed by the Deputy ASG for Intelligence; and the NATO Office of Security, (NOS) headed by the Deputy ASG for Security (DASG-S) / Director NOS. The NOS is responsible for the overall coordination of NATO security among member Nations, NATO civil and military bodies as well as International Organisations and partner countries with which NATO cooperates. It is also responsible for the security of the NATO Headquarters and its personnel in Brussels and abroad on mission and in satellite offices, and for the protection of the Secretary General. The NOS comprises the Office of the Director, the Security and Policy Oversight Branch (SPOB), the Protective Security and Emergency Services Branch (PSESB), the Security Intelligence Branch (SIB) and the Close Protection Unit (CPU). Its functional areas address: personnel, physical, information and industrial security, communication and information systems security (including cyber defence); counterintelligence and counterespionage; threats from terrorism; close protection; security force services; emergency response services (e.g. fire and medical). The PSESB’s mission is to ensure the security and safety of the NATO Headquarters, its people, infrastructure and information. In coordination with the Host Nation it analyses threats and vulnerabilities, determines risks and takes action to minimise them. Its staff work in the following domains: access management; security regulations and infractions; physical security; security awareness and “special events” (high-level meetings at the NATO HQ and in NATO member and partner nations). It also provides advice on protective security issues in the NATO satellite offices. The incumbent is responsible for assisting in managing daily security and emergency response operations at the NATO HQ. S/He is also responsible for the development and exercising of Operational Security and Emergency Response/Intervention Plans for the NATO HQ and integration with other NATO HQ plans (e.g. Business Continuity Plan, Crisis Communication Plan). S/He is responsible for ensuring the consistency of alert and emergency response processes and procedures and ensuring that emergency procedures are updated, communicated and exercised by the Site Security Center supervisors/operators. S/he ensures that emergency and response plans are up to date and consistent and that coordination between the different Operational Units is effective in terms of communication and knowledge of roles and responsibilities. S/He will be responsible for developing studies and providing recommendations on improving processes by identifying the best possible options in terms of their relevance on the basis of cost/benefit studies. The incumbent might have to exercise management responsibilities for the International Staff employed (e.g. Performance Management Reporting) as well as responsible for overseeing the management of contracted security staff. S/He reports directly to the Head Operations. S/he is also responsible for the planning of inter-unit exercises with or without the involvement of the HN Security Services.

  • QUALIFICATIONS AND EXPERIENCE

EssentialThe incumbent must possess:

possess a university degree or equivalent qualification from an institute of recognised standing in a relevant field of study;

have at least 3 years’ professional experience in security or in emergency management involving managing crisis and coordinating response / reaction;

have demonstrated experience in the human resources aspects of staff management (recruitment, performance management, complaints procedures, overtime management, etc.);

have experience in the development and exercising of operational security and emergency response plans at both tactical and operational levels;

possess excellent writing skills and be able to draft clear and concise reports;

have the following minimum levels in the official languages of NATO (English/French): V (“Advanced”) in one and III (“Intermediate”) in the other;

flexibility to work outside of usual working hours in response to crises or urgent requirements and occasionally travel to international locations

DESIRABLE

The following would be considered an advantage:

post graduate degree in a field relevant to the position (e.g. security or emergency management);

knowledge of NATO’s security policy and its supporting directives;

sound knowledge of current trends in security operations, fire prevention and emergency procedures;

extensive experience in a national (civilian or military) security or police organisation;

experience working effectively in a multi-national, multi-cultural organisation;

formal officers level training at national military/police staff academy or equivalent;

  • MAIN ACCOUNTABILITIES

Planning and Execution Able to manage the daily operations and missions of the Site Security Centre within the Operations Section. Plan, coordinate emergency response measures, for all activities taking place at HQ such as North Atlantic Council (NAC) meetings, ministerial meetings, summits and other high level meetings, at NATO HQ, in close cooperation with the operational units, Headquarters Security Force (HQSF) and Headquarters Fire and Emergency Services (HQFES) and in accordance with the NATO Security Policy. Be able to lead and coordinate the initial response to a Safety/Security event (Bronze level) and provide a SitRep to Head Ops to take over. Plan, exercise and coordinate with relevant stakeholders all security and emergency response measures necessary for security of NATO HQ, its information, its people and infrastructure. Draft Intervention plans and procedures in accordance with HN plans and involvement.

Financial Management Manage, Plan, coordinate and monitor the budgets, annual expenditure and financial resources for the Site Security Centre and outsourced contracts in an efficient manner, avoiding duplication. Ensure all contracts are prepared and purchases executed in a timely manner in accordance with NATO procurement policies and procedures.

Organisational Efficiencies Identify and implement process/organizational improvement initiatives within assigned areas of responsibility. Supervise and advise, where necessary, on the professional education and training.. Ensure the development and execution of training plans, lesson plans, and testing (e.g. software or equipment) for assigned staff. Ensure that operational plans, standard operation procedures and instructions are well documented; made available (in both French and English) and maintained up-to-date for all unit activities. Ensure full advantage is taken of electronic records management tools (e.g. SharePoint, Document Tracking System

People Management Recruit a diverse workforce which represents the diversity of the NATO alliance, its human resource objectives and variety of tasks required to be performed by the unit. Lead and manage the staff to build a well-respected, highly trained and motivated team. Develop the team managers of the branch to take on additional leadership roles in an emergency or period of high operational tempo. Provide mentoring, coaching and training opportunities, offering guidance at critical moments. Ensure that all unit staff have clarity about organizational, divisional and branch objectives. Provide regular, fair and objective feedback on performance, both informally and via the HQ Performance Review and Development (PRD) cycle. Ensure the development of staff through sound and inclusive management principles.

Stakeholder Management Identify, establish and maintain strong professional relationships with key interlocutors at NATO HQ and with Operational Units. Ensure effective cooperation and interaction with Member Delegations, Partner Missions, International Staff/International Military Staff and other NATO Bodies and clients in order to provide timely and effective security and emergency response services to the NATO HQ community.

Project Management Identify, analyse, design, and use resources efficiently and effectively. Review project performance of own projects as directed. Identify opportunities for improvement. Respond to changes in requirements in a positive and flexible manner, demonstrating resilience to change and uncertainty. Establish clear plans and timeframes for project implementation. Take responsibility for managing work projects to achieve results. See projects through to completion and identify lessons. Monitor project progress and adjust plans as required. Consider the risks, opportunities and ramifications of issues and longer-term impact of own work and work area. Support the Head of Operations to harmonise and standardise aspects of related procedures, operational instructions and emergency response plans for the PSESB operational units.

  • INTERRELATIONSHIPS The Deputy Head, Operations Section reports to the Head, Operations. S/he works closely with other Heads of Section within PSESB, the Head of the HQ Security Force, the Head of Fire and Emergency Services, the Head of the Planning Office and the Head of Physical Security. The incumbent also liaises with other branches of JIS/NOS, with the Division’s Front Office for matters relating to administrative/contractual security contracts, with Delegations, Missions and with other HQ IS/IMS management staff for operational security matters. S/He deputises for the Head, Operations in his/her absence as necessary

6. CONTRACT

Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract.

Contract clause applicable: In accordance with the contract policy, this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisation’s need to carry out its tasks as mandated by the Nations in a changing environment, for example by maintaining the flexibility necessary to shape the Organisation’s skills profile, and to ensure appropriate international diversity. The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 3 years. However, according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract. If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years. Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations. NOTE: Irrespective of previous qualifications and experience, candidates for twin-graded posts will be appointed at the lower grade. Advancement to the higher grade is not automatic, and will not normally take place during the first three years of service in the post. Under specific circumstances, serving staff members may be appointed directly to the higher grade, and a period of three years might be reduced by up to twenty four months for external candidates. These circumstances are described in the IS directive on twin-graded posts.
