The Arafura and Timor Seas (ATS) is part of the North Australian Shelf large marine ecosystem (LME), which is a tropical sea lying between the Pacific and Indian Oceans and extending from the Timor Sea to the Torres Strait and including the Arafura Sea and Gulf of Carpentaria. The marine environment in the ATS region is in serious decline, primarily because of overharvesting and other direct and indirect impacts of anthropogenic stresses and global climatic changes. Fisheries in the ATS region represent an extremely complex productive, socioeconomic sector, with multiple actors, target species sought, and technology used.

This project will cover the five-priority transboundary environmental problems identified by the TDA: (i) unsustainable fisheries and decline and loss of living coastal and marine resources; (ii) modification, degradation and loss of coastal and marine habitats; (iii) marine and land-based pollution; (iv) the decline and loss of threatened and migratory species; and (v) impacts of climate change on the ATS.

This project is building upon the foundational results realized in the first phase of the ATSEA program, which applied the tried and tested GEF International Waters focal area approach, starting with a participatory transboundary diagnostic analysis (TDA) and followed by development of a regional strategic action program (SAP) and national action programs (NAPs). This second phase of the ATSEA program, is designed to support the initial implementation of the ATS SAP, endorsed through Ministerial Declaration in 2014.

Under the supervision of the Project Manager, the Field Facilitator supports the ATSEA-2 Project implementation. The main role is to provide key guidance to project personnel and other relevant stakeholders, support services for projects under his/her portfolio while ensuring quality of project outputs are delivered in the field– in line with the agreed result country programme and in compliance with GoI and UNDP procedure. The incumbent also will support to the new partnerships with development partners and the private sector to strengthen the ATSEA-2 project.

The Field Facilitator work in close collaboration with programme, operations in the CO, technical advisors, experts, Government officials, and other relevant stakeholders to successfully implement the ATSEA-2 project in the field site.

SCOPE OF WORK

1. Support the project team to ensure effective project planning, budgeting and implementation focusing on achievement of the following results:

Assists of project planning and preparation work for, typically, a medium-size and complex component of the project initiatives;

Assists in monitoring of the project trends, including delivery of projects outputs against usage of project resources

Support analysis on contribution of project outputs toward achievement of outcome level results within the context of the political, social and economic situation in the field site

Active participation in various policy and partnership in site level to keep abreast of the sector and facilitate programme implementation

Effective support to the Project Manager in identifying new ATSEA-2 programme/project ideas through consultation with the local government, and other local stakeholder

2. Support to maintain partnerships for project implementation with implementing partners focusing on achievement of the following results:

Support regular assessment on the implementing partner’s capacity and assists that capacity development strategy is embedded within the framework of the project implementation

Support established and maintenance of link of communication between Project Management Units with the local stakeholder such as government, university, media and NGO’S

Promotion of stakeholder awareness on project activities and results to support partnership within the project implementation

Updated database of the relevant public and development partners private sector, civil society and other stakeholders who are counterparts for the project

3. Provides top quality support services to the nationally implemented projects focusing on achievement of the following results:

Support to facilitation the development of annual workplan related to field site implementation with the local government.

Effective support to the project management units in identifying the issues and challenge due the project implementation and initiates requisite follow-up actions

Preparation of results oriented progress reports, in line with the monitoring and reporting guidelines and presents it to the Project Management Unit on a timely manner

Updated database of the relevant public and development partners private sector, civil society and other stakeholders who are counterparts for the project in site level

4. Supports knowledge building and knowledge sharing focusing on achievement of the following results:

Participation in the trainings for the operations/ projects staff.

Synthesis of lessons learned and best practices in project support management function.

Contributions to knowledge networks and communities of practice.

RECRUITMENT QUALIFICATIONS

Academic Education:
Bachelor degree in Marine science, Fisheries, anthropology, Social Science, Economics, or other relevant fields of study would be desirable, but it is not a requirement.

Experience:
Minimum 3 years of professional experience, preferably in the field of development for candidates with Bachelor Degree and 5 years for candidates with Diploma Degree

Required Skills:
Excellence in administrative, organizational, and project management skills.

Language:
Ability to write and speak in Bahasa Indonesia and English is required.

Additional Skills and Competencies:
Analytical and conceptual thinking, refined writing skills

Experience engage with the local government, specific in Nusa Tengara Timur Province are advantage

Experience in fisheries business to strengthening alternative resilient livelihoods. Specific to Seaweed farming are advantage

Familiar with Integrated Coastal Management Implementation
