Description
JSI Research & Training Institute, Inc. (JSI) is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world over the last forty years.

JSI is currently seeking an outstanding Senior Technical Advisor in Indonesia for an upcoming portfolio of activities on the Country Health Information System and Data Use (CHISU) global cooperative agreement funded by the United States Agency for International Development (USAID). CHISU is a 5-year program designed to enhance host country capacity to produce high-quality health information, to optimally manage this information, and to institutionalize evidence-based decision-making. The program works with USAID- supported host country health managers, health workers, and other stakeholders to strengthen the enabling environment of health information management and strategic planning in order to: improve harmonization of fragmented information systems, reduce duplication of data collection, and improve monitoring and tracking of a country’s own health trends and priorities.

The Senior Technical Advisor must demonstrate depth and breadth of technical expertise in the areas of health information systems (HIS) and data use, supervisory and program management experience, interpersonal skills, and professional relationships. As technical lead of CHISU in Indonesia the candidate will be responsible for strengthening the data architecture and management, as well as the interpretation, translation, and use of data to improve availability of and access to high-quality information and institutionalize evidence-based decision-making in order to improve health outcomes.

This is anticipated to be a full-time position based in Jakarta, Indonesia.
RESPONSIBILITIES
The Senior Technical Advisor will assist to achieve the following objectives:

  • Strengthened governance and enabling environment of host-country health information systems
  • Increased availability and interoperability of quality health data and information systems
  • Increased demand and use of health data and information to address health priorities, gaps, and challenges.

Specific responsibilities will include, but are not limited to the following:

  • Assist CHISU’s Chief of Party with activities implemented at the central level in Indonesia;
  • Advise CHISU’s Regional Officer/s to ensure alignment with central PUSDATIN and MOH policies and guidance;
  • Facilitate the functioning of central level technical working groups e.g. HIS strategic planning;
  • Strengthen the governance of the HIS to support the activities being pursued in the 6 pillars of the GoI’s Ministry of Health Transformation in collaboration with Pusdatin and DTO, including to improve Health Financing, Primary Healthcare, and Referral, among others;
  • Develop and implement a mentoring plan for Pusdatin and DTO staff to conduct HIS assessments;
  • Support the configuration of the DHIS2 to address data needs and promote greater use of the national HMIS for central level directorates;
  • Facilitate the analysis, visualization, interpretation and understanding of TB and MNH data in data review meetings;
  • Contribute to efforts to obtain, analyze and visualize data in ways that meet the information needs of data users in the health information system;
  • Lead workshops for the review of performance data;
  • Advise Regional Officers in the use of robust methods for analyzing health data to improve regional capacity to understand barriers to coverage, access, and quality in MNH and TB programming;
  • Promote the consistent use of standards-based data quality assurance tools to gauge the quality of public health data and understand gaps and weaknesses in health data;
  • Assist with the development of plans and interventions to improve the quality of data used for monitoring, evaluation & planning;
  • Guide national stakeholders in appropriate integration of parallel reporting into the national HMIS;
  • Promote gender equity in program implementation.

QUALIFICATIONS

  • Master’s degree or higher in one of the following disciplines: information systems, computer science, health informatics, epidemiology, public health, or biostatistics;
  • A minimum of ten years of experience in the management of health information systems or disease surveillance information systems in a developing country is required;
  • In-depth understanding of the Indonesia national HIS is required;
  • Previous work with the Ministry of Health at central, regional, or sub-regional levels is required;
  • Expertise in data exchange, interoperability and enterprise architecture especially using the OpenHIE framework is an essential requirement;
  • Expertise in DHIS2 software especially its implementation methodology as a national HMIS is essential;
  • Familiarity with some the following tools is highly desirable: ODK, Advanced MS Excel, GIS platforms, Statistics (Epi-Info, R, Stata), Android/iOS development;
  • Demonstrated ability to analyze, interpret, and present data to decision makers is required;
  • Ability to engage key central level stakeholders, manage expectations, as well as plan and coordinate tasks and deliverables is required;
  • Experience in providing training, coaching, and mentoring with success in enhancing the capacity of government staff is required;
  • Excellent writing and presentation skills in English and Bahasa is required, and ability to digest large volumes of data and synthesize it into information fo executive decision making;
  • Excellent interpersonal skills required, including the ability to work closely and in an integrated manner with a multidisciplinary team;
  • Ability to take initiative to produce expected results required;
  • Strong leadership skills to work autonomously and with limited direct supervision in the management of day-to-day activities required;
  • Native/Fluent Bahasa and practical knowledge of English required.
