Geographic Information Systems Analyst

Job Summary:

Essnova is looking for multiple GIS Analysts to staff our federal contract in Netherlands.

Requirements:

  • must have work permit for NL and/or Belgium
  • must be able to pass background check to obtain access to U.S. military installations and data sources
  • must be able to fluently communicate in English

Education and Work Experience:

  • min. Bachelors in geospatial sciences with emphasis on GIS
  • Relevant Work experience
  • Minimum 1 year of experience
  • Working knowledge of IGI&S and SDSFIE highly desired

Minimum proficiencies:

  • understanding of GIS Concepts and terminology
  • experience with ESRI ArcGIS Software
  • working knowledge of design and use of GIS and/or computerized mapping system (public or military)
  • ability to input data into GIS and mapping systems
  • read and interpret maps, record drawings and legal descriptions,
  • prepare charts, graphs and displays
  • understanding of field data collection techniques and principles, and
  • general computer use skills; i.e. word processor, e-mail, spreadsheets, etc.

Highly desirable knowledge and skills:

  • IGI&S policies and guidance,
  • the SDSFIE family of standards,
  • GIS and CADD software (ESRI ArcGIS and Bentley Microstation, and Auto CADD)
  • relational database management system (RDMS) software (e.g. Microsoft Access)
  • geospatial data development and maintenance,
  • geospatial data sources and acquisition,
  • imagery acquisition and processing,
  • Global Navigation Satellite System (GNSS),
  • geospatial analysis, map production, and developing automated approaches to develop, discover, utilize and distribute IGI&S products.

Tasks:

  • Data Production
  • create, manage, and/or maintain geospatial data
  • data conversion from CADD
  • data conversion from hardcopy maps (digitization)
  • data creation through the use of GNSS technology and ground truthing
  • Photogrammetric and digital orthophotography feature extraction
  • Sourcing External Data:
  • coordinate with entities for existing geospatial data
  • Data Content Specifications:
  • adhere to data layer requirements as specified by proponent offices
  • compliance with SDSFIE Vector data model
  • adhere to quality standards
  • Reconciliation:
  • reconciliation activities
  • identify and correct conflicts, inconsistencies, and missing data
  • Metadata:
  • in accordance with the Federal Geographic Data Committee (FGDC), SDSFIE and DCS, G-9 IGI&S guidelines
  • update and maintain current, relevant, and standardized metadata for all current geospatial data layers
  • create metadata for all newly created geospatial layers.
  • Geospatial Data Quality:
  • validate geospatial data to ensure compliance with guidance in the QAP, to include metadata, topology and attribute requirements.
  • perform quality checks using automated data reviewer processes and tools to identify errors or deficiencies.
  • topology and geometry errors (i.e., remove or prevent duplicates, intersects/overlaps and dangles, as well as other anomalies).
  • non-compliant attributes, null values in required fields
  • population of RPUIDs, Category Codes and Facility numbers.
  • Field data collection:
  • ground truthing activities
  • Geospatial Analysis
  • advanced spatial statistics and modeling
  • Geospatial Training
  • prepare geospatial training plans and materials covering IG&S policies, guidance, procedures, standards, commonly used software, use of templates and automated tools
  • Geospatial Technical Support
  • technical support in the areas of geospatial data maintenance, analysis, and management
  • Geospatial recommendations (GIS products and services)
  • GNSS Support: GNSS data collection and post-processing instruction
  • Technical documentation: draft geospatial documentation, such as Standard Operating Procedures (SOPs), work instructions, etc.
