Job Description:

The Engineer/Trainer will be responsible for the review of 3rd party applications, training & certification in reference to Metro/ LRT/Long Distance project interfaces for the operational railways and future phases. The tasks will include review of drawings/plans, method statements, risk assessments and specifications. The candidate is required to prepare & organise trainings with assessment and certification. Also on a demand basis reviews interfacing design/construction proposals, make recommendations and determines a comprehensive response to 3rd party requests.

To provide a training and assessment/quality control service to ensure all engineers / apprentices are developed and consistently deliver to the standard required by the relevant qualification awarding body Qatar Rail. To develop & provide technical content, process, systems for training and assessment to ensure technical staff are competent to work near a railway (metro, tram, long distance) and carry out investigations to the required standards Develop and deliver high quality, effective technical training courses as required including planning (session), delivery, evaluation (self, individuals, companies, peer group and course evaluation). Develop, deliver and support projects, documentation and modification programs. Ensuring competence standards of railway safety critical & typical work is correctly and continuously applied. Drive future continuous improvement in both standards and processes and provides advice on rules and regulations. Ensuring all third-party companies & relevant individuals are trained, assessed and certified. Registers/logs, courses, and all related information are kept up to date, follow-up invitations and notifications are issued in time and certifications are submitted. Ability organize courses, meetings, workshops, assessments.

Permitting duties:

Provide interface & coordination services (assistance, guidance) for the Qatar Rail schemes in relation to multiple interfaces with applicants, designers, utility agencies, contractors, stakeholders, etc. Review, assess, evaluate, prepare interface drawings and relevant documents and respond to third party requests, design, and construction documents including drawings and specifications to ensure compliance with applicable requirements, codes, ordinances, and standards (NOC, DR, RO, PTW, others). Monitor and track correspondence (documentation of day-to-day work) Participate and create manuals, procedures and methods. Plan, organize, track, control and evaluate the assigned functions and activities. Maintains logs and records of work performed. Prepare reports and participate in incident and accident investigations and follow-up together with the relevant QR departments. Performs related duties as assigned.

Qualifications:

• Candidates are to have a degree in civil engineering or related engineering discipline with a minimum of 4 years.

• Knowledge of railway construction and operations (metro/tram/long distance) and applicable Rail Industry Standards.

• GCC experience is beneficial. Local experience is beneficial.

• Knowledge of standards, building requirements and understanding of the statutory requirements of the State of Qatar.

• Knowledge of permitting procedures (NOC)

• Proficiency in Microsoft Office package (MS PowerPoint, Word, Excel, Adobe PDF and Outlook).

• Experience with web-based collaboration technologies for project information and process management software (i.e. Aconex)

• Experience and good skills with AutoCAD and ArcGIS.

• Good technical writing skill (Arabic beneficial & English)
