Project Director/Manager – Certified Community Behavioral Health Center (CCBHC) grant
COMHAR, Inc., is a 45-year-old community behavioral healthcare agency primarily located in the Kensington community of Philadelphia. We are seeking a full-time Project Director/Manager for our federally funded Certified Community Behavioral Health Center (CCBHC) grant from SAMHSA.
The CCBHC Project Director/Manager is responsible for the direction, coordination, and implementation of a 2-year grant which has potential to expand beyond two years. This role will ensure that key outcomes are achieved by the expanded community behavioral, medical, and mental health programs that support diverse populations in COMHAR’s core areas of service.
Under the supervision of the Chief Program Officer, the CCBHC Project Director/Manager provides project oversight and leadership and manages the CCBHC Grant ensuring all components of the grant are implemented. The Project Director also helps support activities and programs to help the CCBHC achieve its mission.
MAIN RESPONSIBILITIES:
· Grant Project Management
o Leads the planning and implementation of project and implements plans based on goals and objectives to ensures grant objectives are being met
o Facilitates the definition of project scope, goals, and deliverables
o Plans and schedule project timelines and tracks project deliverables using appropriate tools
o Manages project budget and allocation of resources
o Collaborates with Project Evaluator about project evaluations and assessment of results
o Ensures COMHAR is compliant with CCBHC standards and evidence-based model fidelity
o Ensures all grant reporting requirements are completed on time and are of high quality
o Leads and implements community assessments related to the grant
o Compiles and maintains assessment data for the development of grant reports
o Implements and manages project changes and interventions to achieve project outputs
· Program Management
o Constantly monitor and report on progress of the project to all stakeholders and CCBHC partners
o Maintains regular communication with SAMHSA grant officers
o Coordinates SAMHSA CCBHC grant activities and assist with other COMHAR related programs.
o Engages with CCBHC community partners to identify and develop community awareness and prevention activities consistent with the cultural context of COMHAR.
o Engages with community partners to develop procedures, protocols, and policies related to preventing and responding to suicide and substance abuse
o Recruits, enroll, and support participants in grant related awareness and prevention activities
o Plans and coordinate logistics for grant related awareness and prevention activities
o Ensures effective systems to document and track program processes and outcomes
o Works with community partners to meet program objectives
o Attends meetings, conferences and webinars as requested by funder
· Project Supervision
o Assemble and coordinate project staff
o Provides direct supervision to project staff and oversight to all staff involved in CCBHC
o Collaborates on employment decisions with Program Directors
o Motivates and ensures staff and contractors meet deadlines and deliverables for the grant
o Ensures that staff are properly trained for their duties.
o Utilizes information available from a variety of sources to evaluate performance
o Develops and sustains cooperative working relationships.

Requirements:
QUALIFICATIONS:
· Master’s degree in a relevant social sciences discipline.
· The successful candidate will have proven leadership, management, and program development experience and specific experience with:
o Programs that work with SMI, COD, and SED populations.
o Professional programs for at least two years and at least three years working in community behavioral health management.
o Evidence-based practices and direct work experience in large-scale large project management.
o Supervisory/team management
· Qualification in project management or equivalent (theoretical and practical aspects of project management) Including proficiency in project management software

· Strong writing skills and experience writing proposals and reports
· Effective verbal communication skills e.g., through teaching and presenting
· Planning and organizing e.g., plan, administer, and analyze community assessments
· People skills including influencing and leading, delegation, teamwork, communication skills
· Flexibility and adaptability – managing multiple priorities in a dynamic and fast paced work environment.
· Ability to work effectively with a diverse staff, clients, and community members in a culturally competent manner
· Makes and communicates well-informed and timely decisions.
· Computer skills to include proficiency in word, excel, publisher, and database programs.
· Uses technology/social networking as a positive outreach tool.
· Must pass background check
· CPR / First Aid Certified
· Valid Driver’s License
