Position Description

Sr. Pre-construction Manager

Qualified candidates must have commercial construction experience preferablyin the biotech/pharma market sector.

GENERAL DESCRIPTION
Responsible for all preconstruction and scheduling functions for a project or group. Has supervisory responsibility for all assigned preconstruction staff. Should have successfully previously performed in the role of Senior Estimator or Preconstruction Manager, or other equivalent role. At the discretion of the Business Unit Leader, and in accordance with the structure of the preconstruction department for the particular business unit, this position may not be utilized within the particular Business Unit.

PRINCIPLE AREAS OF RESPONSIBILITIES
1. Administrative oversight of all estimating and scheduling resources
2. Establish and direct the scope and pricing strategy for all work proposed and ensure the completeness and accuracy of all proposals
3. Ensure that the intent/scope of the original estimate is maintained during buyout.

SPECIFIC REQUIREMENTS AND EXPECTATIONS TO MEET RESPONSIBILITIES
1. Coordinate closely with sales and operations to determine, plan and schedule forthcoming workload. Establish and maintain group estimating systems and update cost database. Assign and supervise the necessary estimating personnel for each proposal. Assist the Business Unit in forecasting personnel demands, and staff those demands accordingly, by new hires or by allocation of existing
staff. Identify and provide educational opportunities and training for assigned personnel. Conduct performance evaluations for assigned personnel. Review and finalize scheduling and pricing of all estimates. Assist in the preparation and management of the group’s business plan. Monitor cost during construction by having the respective estimators participate in the monthly review of cost reports. Stay abreast of project status to include jobsite visits.
2. Establish and maintain good relationships with all business contacts (including architects, engineers, subcontractors and owners) to ensure awareness of all business opportunities available to the group. Together with the Business Unit Leader and sales personnel, assess all requests for proposals to ensure they support the proposal. Ensure that all proposals are properly planned and scheduled and is responsive to the approved strategy and conduct the final review of the proposal with the Business Unit Leader and Operations leadership. Review pricing and other pertinent information to be included in each proposal. Participate in sales presentations as required. Assist in preparation of schedules required by specifications or as needed to complete the estimate. For design build proposals, assist in the selection of A/E firms and prepare written scopes for trades.
3. Review plans and specifications to ensure adequacy for pricing. Prepare the list of bidders and distribute to all participants for review and comments. Perform post mortem on proposals not resulting in award. Evaluate supplier support and performance; increase supplier support and competitive edge. Obtain home office review by accounting, insurance and legal. Check extensions on take-off and final estimate performed by others to quantify take-off as required. Manage bid day procedures, set and operate bid day cut sheet. Generate conceptual estimate from conceptual drawings.
4. Ensure total input and commitment from the estimators during procurement, and review requisitions of major materials and subcontractors. Ensure that what is estimated and contracted for is what is designed and subcontracted for. Direct
value engineering process. Prepare post-bid analysis. Direct meeting between project manager/superintendent to get buy-in of scope, approach, cost and schedule. Turnover estimating and preconstruction documents to operations.

Position Requirements

EDUCATION AND EXPERIENCE
1. BS degree in Building Construction, Engineering or related field and 5 years
related experience.
2. Minimum of three (3) years as Senior Estimator or Preconstruction Manager.
3. On-site experience in building construction.
